"Considering you haven't bragged about anything yet, I would claim it is," he said with a brief smirk, which deepened in satisfaction as Optimus' arm was rendered functionally useless for around a klik, which should... could... have been enough time.
Ignoring his spasming fingers as Optimus' grip dug into his wrist and glitched the connection between arm and hand, Megatron snarled, frame scraping against the floor as he jerked when Optimus got the spur between the pelvic plate and the added armour on his hip, digging into the joint itself.
Briefly, he was certainly relieved that - besides brief, warning pings - the programming was allowing the current violence. Which was, of course, not intended as actual threat against the Prime. He was also relieved that apparently the shell program probably needed some sort of active external input to be activated; he'd been briefly concerned that violence or fighting, of any sort and especially against the Prime, would have activated some part of it.
That not being the point, Megatron was left to hiss, engine giving a deeper growling rev as he gripped the thigh and kneejoint with his free hand and squeezed. He should've punched the mech instead, yes, but the extra armour was there for a reason, and he wouldn't be able to fight effectively if his hip was immobilized.
