It might also have been the latent Prime-Highlord connection at work, making it easier for Megatron, who was good at reading people, to do so even with the current inhibitions.
"And you know, I'd be all for exploring that right now," Megatron paused, made as if to shift upright with a grin before he just used the movement to slide back down, glancing up at Optimus under the edge of the rim of his helm. "But maybe later, if you're amenable. We have other things to do." With that Megatron leaned in again, but too low to do much than stimulate the base of Optimus' spike...

Instead, he pressed the flat of his tongue against the twitching, spiralling opening of Optimus' valve, not doing anything more than feeling the stinging charge of the mechanisms flexing against his tongue.
